This includes supporting Vision Zero - a Safe System approach that recognises no loss of life or serious injury on the roads is acceptable.
• Essex Police is committed to reducing KSI (Killed or Seriously Injured) road traffic collisions through proactive design and planning.

• Support cross-sector initiatives that consider housing needs of emergency service personnel, recognising the role of stable, affordable living in workforce sustainability and community integration.

Essex County Fire and Rescue Service Strategic Principles

Community Integration and Visibility
• Promote an integrated community services offer through shared estate facilities in appropriate locations, enhancing the visibility, accessibility, and local presence of the Fire Service.
• Encourage proactive communication with new residents to build public confidence, awareness, and cohesion.
• Foster collaboration with other emergency services and local authorities to deliver co-located, flexible, and resilient facilities that support joint working and mutual aid.

Safer Design and Risk Adaptation
• Work with planners and developers to ensure new developments incorporate well-designed homes, open spaces, and public areas that support community safety and wellbeing.
• Ensure RoSPA Safer by Design principles and fire safety standards are embedded throughout planning, construction, and operational phases.
• Incorporate specialist fire safety advice into the design and construction of buildings and infrastructure, adapting to evolving technologies, risk patterns, and lessons learned from incident data.
• Encourage the use of digital tools, telematics, and data-driven insights to inform risk reduction and asset management strategies.

East of England Ambulance Service NHS Trust

Strategic Principles
Designing for Health and Wellbeing
• Promote the creation of safe, inclusive environments that support physical and mental health, recognising the long-term benefits of green spaces, sensory design, and access to nature.
• Encourage residential design that supports home working, with adequate space, natural light, and ventilation to enhance wellbeing.
• Advocate for the inclusion of community gardens, green roofs, living walls, and wildlife corridors to foster public health and environmental resilience.

Infrastructure and Accessibility
• Ensure care homes are located outside Flood Zones 2 and 3 unless robust evacuation procedures are in place.
• Request dedicated ambulance parking bays near care home entrances, with sufficient space and turning radius to accommodate emergency vehicles and patient transfer.
• Recommend the inclusion of EV charging points to support medical equipment and future fleet needs.

Inclusive and Safe Mobility
• Provision of sufficient defibrillators for the new community (£5,000 for purchase and ongoing maintenance for 10 years). Location to include electrical power and sufficient footfall to provide benefits to the new community.
• Development of 2,500+ residential dwellings should have sufficient open space to land an emergency helicopter. An equivalent size of a football field to support both day and night landings, free of overhead and ground level obstacles.
• Support the Vision Zero Safe System approach to road safety, working with developers to design out road traffic injuries through clear sightlines, appropriate lighting, and speed-reducing measures that do not compromise patient care during transit.
• Promote accessible cycle parking and pedestrian infrastructure that accommodates mobility scooters, pushchairs, and diverse cycle types.

Flood Resilience and Sustainable Drainage
• Encourage developers to incorporate flood mitigation measures such as permeable paving, swales, and underground water storage to reduce localised flooding and support community resilience.
• Advocate for reuse of grey water in gardens and community spaces to reduce pressure on drainage systems and promote sustainability.

Emergency Access and Building Design
• Recommend lift specifications that allow safe patient transport by stretcher, with space for two medical personnel, and fire-proofing to support emergency evacuation.
• Support clear sightlines and lighting strategies that reduce fear of crime and improve emergency access.

• Apply a robust, evidence-led approach to securing developer contributions (e.g., via Section 106 and CIL) to meet the infrastructure needs of EEAST.
