Sean Tofts


Sean is a planning and urban design practitioner with over 10 years of experience across public and private sectors, beginning his career within the North Essex planning authorities. His work lies at the intersection of policy, spatial design and the practical demands of delivery, underpinned by the belief that high-quality design stems from rigorous contextual analysis and a coherent, compelling narrative about place.


His experience spans housing, regeneration and mixed-use development. He also works as a Planning and Design Director, with projects across the wider South East ranging from single dwellings to complex multi‑unit schemes. He has collaborated with award‑winning architects on projects of varied scale, gaining a detailed understanding of the creative, technical and procedural processes that shape successful development. His expertise encompasses heritage assessment, landscape and townscape analysis, settlement character studies, site planning, and the interpretation of national and local design policies. Sean has taught planning and urban design at the master’s level at the University of Manchester and contributes to sector discourse through the Small Sites Alliance, whose submissions have been discussed in Parliament.

As a Design Officer for a National Park, he sits alongside their design review panel to provide direction to developers. He is adept at diagnosing issues, explaining their significance and outlining clear, actionable routes for improvement.


Originally from Essex, he considers it a privilege to support efforts to raise design quality within his home county. He has a nuanced understanding of Essex’s varied landscapes, settlement patterns and development pressures, and is committed to promoting sustainable, inclusive and contextually responsive placemaking.
