Philip Smith


Philip Smith is a Chartered Town Planner with 32 years’ experience of environmental planning and design. He is a Board Director of LUC (Land Use Consultants), leading a planning team of 50 people across five offices. He is also on the Board of the Euston Town Business Improvement District.

Philip’s track record focuses on planning for sustainable development. He has advised central, regional and local government, as well as landowners and developers, on strategic and local planning issues. This has included policy formulation and development management in relation to housing, heritage, biodiversity, energy, minerals, waste management, places of worship, open space, sport and recreation, parks and green infrastructure. Design issues have been central to much of this work and Philip has specific experience of preparing design guidance for local planning authorities.

Philip is familiar with Essex, having been involved in a range of planning and development projects in the County. These include the Essex Waste Plan, Sustainability Appraisals of Local Plans, Green Belt assessments for local authorities, strategic planning advice to the Lea Valley Regional Park Authority, preparation of the South Essex Parklands business plan, green infrastructure strategies, advice on key developments (eg housing and school developments in Chelmsford) and, recently, the Lower Thames Crossing. Philip was also a member of the former Essex Design Review Panel. He brings a strong sense of the geography, character and identity of the County and the role of future development in this context.
