Simon Pugh


Simon is a qualified Urban Designer with more than 30 years’ experience.   His wide range of skills has been honed over many years leading the masterplanning of new settlements, urban extensions and mixed use development across England for a range of public and private sector clients, many of which are now consented and substantially complete. 

He has a deep understanding and proven track record of successfully formulating and translating place visions and placemaking strategies into innovative and commercially-cognisant masterplans.  His technical expertise ensures that his design approach is grounded in a clear understanding of site and place characteristics, working alongside other technical specialists to find creative design solutions to constrained and challenging sites.

Prior to establishing his own practice earlier this year - Pugh Design Consultancy Ltd - Simon was a Design Partner at town planning and urban design consultancy David Lock Associates.   Whilst at DLA he led the masterplanning team on Hemel Garden Communities Spatial Framework and Worcestershire Parkway Framework Masterplan, where he has recently taken on a strategic design advisory role for Wychavon Council to assist in delivering design quality for this 10,000 home New Town.  

Simon has an enviable pedigree of implemented masterplans and has a particular interest and expertise in the integration of masterplanning with sustainable transport solutions and mixed-use local centres.  Healthy placemaking and embedding meaningful active travel outcomes is at the heart of his approach and also led the design team advising on Sport England’s latest Active Design Guidance update.

His more recent Essex projects include:

North Essex Tendring Colchester Borders – Concept Masterplan Framework for c.6000 residential led New Garden Community informing Local Plan Policy.

Chesterwell, North Colchester – masterplan for 1600 home urban extension through from Local Plan promotion, outline planning application to consent, design principles document, street infrastructure design and local centre design code. 

Great Leighs, Chelmsford – Comprehensive Development Framework SPD for the expansion of the village

Silver End Garden Village Expansion – Outline Planning Application.
